【National Cheng Kung University – Critical Infrastructure Information Security Talent and Technology Training Base Program】
Since 2017, the Ministry of Education has been promoting the "Critical Infrastructure Information Security Talent and Technology Training Base Program," executed by National Cheng Kung University. This program focuses on cybersecurity protection for three essential public utilities—oil, water, and electricity—and has received a subsidy of NT$100 million. It has established simulated refinery, water purification, and power plant systems, providing hands-on training and teaching environments to cultivate cybersecurity professionals for critical national infrastructure.
In its initial phase, the program constructed five major teaching systems and set up a cyber offense and defense classroom, a command center, and a cybersecurity simulation factory. It offers short-, medium-, and long-term courses to accommodate different learning needs. The curriculum integrates academic and industry resources, developing industrial control cybersecurity teaching materials to equip students with both theoretical knowledge and practical skills. The base has signed cooperation memorandums with companies such as Delta Electronics and the Institute for Information Industry, strengthening industry-academia collaboration. Additionally, it has received NT$18 million worth of equipment donations to bridge the gap between academic training and industry requirements.
The base features a cybersecurity simulation factory and cybersecurity training kits, allowing students to learn about network architectures, packet analysis, and system defense while simulating attacks on oil, water, and electricity infrastructure to enhance their response capabilities. The curriculum also includes hands-on training with industrial communication devices such as PLCs (Programmable Logic Controllers) and HMIs (Human-Machine Interfaces). Furthermore, students are guided to obtain the "Smart IoT and Industrial Control Cybersecurity Integration Engineer" certification, enhancing their competitiveness in the job market.
Additionally, the program promotes inter-university collaboration, co-hosting cybersecurity courses with institutions such as National Taiwan University of Science and Technology and Southern Taiwan University of Science and Technology. It also collaborates with the Administration for Digital Industries to expand educational resources. Moving forward, the base will continue to strengthen industry-academia partnerships, offer corporate training courses, assist companies in cybersecurity product testing, and develop remote cybersecurity protection technologies, aiming to establish a sustainable national cybersecurity talent training hub.
